WORKSHOP ON NON-PUBLIC UNIVERSITIES AND COLLEGES
SEAMEO Regional Training Centre, Ho Chi Minh City

The expansion of the higher education sector in Viet Nam is essential for the country’s continued growth and development.  Economic reform has also resulted in an increase in demand for a higher educated labor force.  To meet this need there has been rapid growth in the  existence of non-public higher education institutions since 1990.  Currently, there are 15 non-public universities and higher education institutions with over 350,000 students enrolled and this is on the increase. 

However, this rapid expansion is accompanied by many obstacles that need to be overcome, particularly in relation to financial and human resource management, accreditation and quality control issues. 

In response to this need, the SEAMEO Regional Training Centre is conducting a Workshop on Non-Public Universities and Colleges in Vietnam, to be held from 6-7 March 2000. An auspicious occasion, this is the first time a workshop on this topic will have been conducted in Vietnam. A number of high profile international participants will be in attendance.

The purpose of this Workshop is to assist education managers and non-public higher education practitioners in Vietnam to exchange information and knowledge with their colleagues across Vietnam and from other countries who possess relevant opinions and experiences in the field of non-public higher education.

The structure of the Workshop will comprise an Opening Session with addresses presented by key figures in the Government of Vietnam; plenary sessions dealing with the major issues.

affecting non-public higher education in Vietnam; country reports from international experts from China, Thailand and the Philippines followed by group discussions focusing on the sector’s major issues.

International experts attending include: Dr. Emmanuel Angeles, President of Angeles University and President of the Association of Universities of Asia and the Pacific (Philippines); Dr. Wu Daguang  Director of Private Higher Education Research Centre, Xiamen University (P.R. China); and Dr. Chantavit Sujatanond, Assistant Permanent Secretary for University Affairs, Government of Thailand, and Prof. Dr. Ruben C. Umaly, Secretary General of the Association of Universities of Asia and the Pacific.

Issues that will be covered include: state legislation and government policy on non-public higher education; financing non-public higher education; and quality assurance in non-public higher education.

Senior representatives from 18 universities and colleges of higher education from all over Vietnam have been invited, with approximately 60 people.  High ranking officials from the Ministry of Education and Training of Vietnam, the Commission for Science and Education, and the Office of the Prime Minister will also honour the event with their presence. 

Commencing at 8.00am on 6th March 2000 the Workshop will be held over two days, at the International Conference Hall, SEAMEO Regional Training Centre, 35 Le Thanh Ton St, District One, Ho Chi Minh City.

Vieäc môû roäng lónh vöïc ñaøo taïo heä ñaïi hoïc ôû Vieät Nam laø moät yeâu caàu böùc thieát phuø hôïp vôùi yeâu caàu phaùt trieån khoâng ngöøng cuûa ñaát nöôùc. Caûi caùch kinh teá cuõng ñaõ cho thaáy söï gia taêng veà nhu caàu ñoái vôùi löôïng lao ñoäng coù trình ñoä ñaïi hoïc. Ñeå ñaùp öùng yeâu caàu naøy, töø naêm 1990 caùc tröôøng ñaïi hoïc ngoaøi coâng laäp ñaõ khoâng ngöøng gia taêng. Hieän nay caû nöôùc coù 15 tröôøng ñaïi hoïc ngoaøi coâng laäp  vôùi hôn 350.000 sinh vieân theo hoïc vaø con soá naøy vaãn tieáp tuïc taêng.

Tuy nhieân, söï môû roäng nhanh choùng naøy ñaõ keùo theo raát nhieàu khoù khaên caàn ñöôïc khaéc phuïc, ñaëc bieät trong caùc lónh vöïc veà quaûn lyù nguoàn nhaân löïc vaø taøi chính, caùc vaán ñeà veà quaûn lyù chaát löôïng ñaøo taïo vaø coâng nhaän

Ñeå ñaùp öùng yeâu caàu naøy, Trung taâm SEAMEO  tieán haønh moät cuoäc Hoäi thaûo veà caùc tröôøng ñaïi hoïc vaø cao ñaúng ngoaøi coâng laäp taïi Vieät Nam . Hoäi thaûo seõ ñöôïc toå chöùc töø ngaøy 6 –7 thaùng 3 naêm 2000. Ñaây laø laàn ñaàu tieân taïi Vieät Nam Hoäi thaûo veà ñeà taøi naøy seõ ñöôïc thöïc hieän cuøng vôùi söï coù maët cuûa raát nhieàu chuyeân gia ñeán töø caùc nöôùc khaùc treân theá giôùi.

Muïc ñích cuûa Hoäi thaûo naøy laø nhaèm hoã trôï caùc ngaønh quaûn lyù vaø thöïc haønh cuûa giaùo duïc ñaïi hoïc ngoaøi coâng laäp Vieät Nam coù cô hoäi trao ñoåi vaø hoïc hoûi kinh nghieäm laãn nhau cuøng vôùi caùc chuyeân gia ñeán töø nöôùc khaùc coù kinh nghieäm trong lónh vöïc giaùo duïc ñaïi hoïc ngoaøi coâng laäp.

Hoäi thaûo bao goàm phaàn khai maïc vôùi caùc dieãn vaên cuûa caùc quan chöùc cao caáp cuûa Chính phuû Vieät Nam, tieáp theo laø caùc Hoäi thaûo coù lieân quan ñeán nhöõng vaán ñeà chính yeáu aûnh höôûng ñeán heä thoáng caùc tröôøng ñaïi hoïc ngoaøi coâng laäp ôû Vieät Nam; caùc baøi baùo caùo cuûa caùc chuyeân gia quoác teá ñeán töø Trung Quoác, Thaùi Lan vaø Philippin thaûo luaän caùc vaán ñeà quan troïng trong lónh vöïc giaùo duïc hieän nay.

Thaønh phaàn caùc chuyeân gia quoác teá tham döï bao goàm: Tieán só Emmanuel Angeles, Hieäu tröôûng tröôøng Ñaïi hoïc Angeles( Philippine), Chuû tòch Hieäp hoäi Caùc tröôøng Ñaïi hoïc Chaâu AÙ vaø Thaùi Bình Döông (AUAP); Tieán só Wu Daguang, Giaùm ñoác, Trung taâm Nghieân cöùu Giaùo duïc Ñaïi hoïc Tö thuïc, Ñaïi hoïc Xiamen( Trung quoác); Tieán só Chantavit Sujatanond, Trôï lyù Thö kyù Thöôøng tröïc Boä Ñaïi hoïc  Thaùi Lan vaø Giaùo sö Tieán só  Puben C. Umaly, Toång Thö kyù Hieäp hoäi Caùc tröôøng Ñaïi hoïc Chaâu AÙ Thaùi Bình Döông.
 

Caùc vaán ñeà thaûo luaän bao goàm: Heä thoáng  vaø söï quaûn lyù cuûa nhaø nöôùc veà ñaïi hoïc vaø cao ñaúng ngoaøi coâng laäp, Quaûn lyù ñaïi hoïc vaø cao ñaúng veà taøi chính , quaûn lyù ñaïi hoïc vaø cao ñaúng ngoaøi coâng laäp veà chaát löôïng.
 

Ñaïi dieän caáp laõnh ñaïo cuûa 18 tröôøng ñaïi hoïc vaø cao ñaúng treân caû nöôùc ñaõ ñöôïc môøi , vôùi toång ñaïi dieän môøi leân ñeán 60 ngöôøi. Caùc quan chöùc cao caáp cuûa Boä Giaùo duïc vaø Ñaøo taïo Vieät Nam, Ban khoa giaùo Trung öông vaø Vaên phoøng Chính phuû cuõng seõ tham döï.
 

Hoäi thaûo khai maïc vaøo luùc 8 giôø saùng ngaøy 6 thaùng 3 naêm 2000, keùo daøi trong 2 ngaøy taïi Hoäi tröôøng Quoác teá cuûa Trung taâm Seameo, 35 Leâ Thaùnh Toân, Q. 1, TP. Hoà Chí Minh.
